But the high profile campaigns for lotteries that followed often inflated the impact of the revenue they would generate on state budgets. For example, they promised that lottery proceeds would cover a specific line item in the state budget, almost always education but also sometimes veterans’ affairs, public parks or elder care. This way, voters could support the lottery without supporting gambling.

By the late 1980s, a growing number of states had adopted the lottery. In the decades that have followed, some have even begun to offer online lottery games, such as Rhode Island, which launched in 2020. Others, such as Michigan and Georgia, have taken the additional step of allowing players to purchase recurring tickets on a prepaid basis—a kind of subscription service. This makes playing the lottery more like a regular game of skill than an act of chance.
